At first, setenant stamps were only used on FDC for subscribed SODA members.
The sheet was later available for SODA members on first-come-first-serve basis and based on unverified source, only 100 sheets were available and due to an overwhelmingly high demand, balloting draw was made to choose the lucky collectors.
