Postal rate change for postcard after Straits Settlement joined UPU in 1 April 1877. The reduction was made from 1 April 1879 to the UK and UPU countries.
According to
Straits Settlements Postal Guide, issued in 1884,
12. Post Cards may be sent to all countried belonging to the Postal Union.
13. Cards impressed with a stamp of 4 cents are sold at face value for transmission via Brindisi to the United Kingdom, and to Union Countries beyond Great Britain.
